      Dear colleagues,

      The International Network of People who Use Drugs (INPUD) is launching today the Human Costs of Funding Cuts on Harm Reduction 2.0 survey, a global online survey to document how funding cuts, donor withdrawal, Global Fund GC7 reprioritization, and policy shifts are affecting harm reduction services, HIV and hepatitis care, community-led responses, and human rights protections for people who use drugs.

      This is a follow-up to the Human Costs of Funding Cuts on Harm Reduction 1.0 survey that INPUD conducted in February 2025.

      This 2026 update looks at what has changed since March 2025, including service disruptions, loss of funding, organizational instability, reduced access to care, punitive policy shifts, and whether people who use drugs are being included in funding and policy decisions. We are updating this evidence so that the realities faced by people who use drugs, community-led organizations, and harm reduction service providers are documented, made visible, and used to drive advocacy for our lives, services, and rights.

      The survey takes around 15–20 minutes to complete. Responses will be anonymized.

      As a thank you, five respondents who complete the survey will be selected through a raffle to receive USD 100 each.

      The survey is available in English, Spanish, French, Russian, and Arabic. To choose your language, use the “Choose Language” drop-down menu at the top of the survey page.
